I found a solution. It is not about cache or clear data. It is about to cheat installer. Installer must think that it did it itself. To do it. You need go to settings on your phone and uninstall everything with OCULUS in name to buy some time to switch during installation. Then download OCULUS MEDIA PLUGIN APK. But don’t install it ! Put your gear vr and setup will run. Now is important. When installer will start download other components, switch screen to files and run APK. It must be installed same time when installer is downloading other components. Then it think it downloaded and installed OCULUS MEDIA PLUGIN itself and setup is going on. Point of deleting other components is only to buy a time to switch screen to run APK.
Good luck guys. Sad thing is, it mean there is no update at all, because you use same old APK and everything is working. So why they did it ? Maybe to convince you to buy new hardware
